TRANSPORTATION

The following is a partial list of transportation projects by Mark F. Pinet & Associates.

Project:
Pearson International Airport Roadside Facility Expansion
Fixed Automated Spray Technology
Bridge 606 and 502

GTAA FAST Site Plan

Client:       Greater Toronto Airports Authority

Duration:        January 2002 - Current

GTAA is in the process of constructing the approaches to the airport terminal, the ramps to the parking structure and the ramps between the terminals. The configuration of the new terminals relative to the adjacent roadways, freeways, terminal facilities and parking structures has resulted in a roadway access and egress system which is elevated, curvilinear and serves multiple levels at the terminals. This alignment in some instances results, in relatively steep grades from the adjacent terminals and from the approach roads. At the perimeter these ramps are high speed, and in all locations, handle high traffic volumes. Potential reductions in mobility, or driver discomfort as a result of adverse winter driving conditions near the terminal, present a concern for GTAA.

GTAA, based on their research and the experience of other agencies, believes that response times for deicing at critical locations may be significantly improved by implementing a program which involves the remote sensing of ice and frost and the automated application of liquid deicing/anti-icing chemicals.

GTAA approached Mark F. Pinet and Associates Limited (MFPA) to investigate the use of FAST at the airport to address the concerns relating to the roadside access and has selected Bridges 502 and 606 as priority locations for demonstrating FAST.

As part of the Design Study Phase MFPA reviewed and recommend the system, design, methodology and equipment and then suggest a procurement, implementation, and operational strategy which was best suited to GTAA’s needs.

Once the Design Study and associated implementation plan was approved by GTAA, MFPA expedited the Deployment Phase which included assistance in procurement; management and leadership of the implementation “contracting team” and providing the necessary instructions, specifications and plans; supervision assistance and coordination of installation; commissioning and training of the operations staff.

Following installation and deployment, MFPA provided system monitoring, technical and service support to ensure that the system continues to operate as designed over the long term and is continuously available for service during the winter season.

MFPA has been involved on a similar basis since 1996 with the Region of Ottawa-Carleton’s (now City of Ottawa) ten site RWIS network implementation and operation and with MTO during the FAST installation at  Highway 416/401. MFPA will provide qualified knowledgeable staff and/or contractors to support and work with the system vendor to ensure that the system operates as intended.

Project: Highway 416/401 Fixed Automated Spray Technology (FAST) Demonstration Project

Client:   Ministry of Transportation-Ontario

Duration:   April 2000 - ongoing

Scope:   Mark F. Pinet & Associates Limited was retained by the Ministry of Transportation, Ontario (MTO) District 42, to complete a feasibility study report and Request for Proposal RFP relating to the purchase and implementation of a FAST- Fixed Automated (or Anti-icing) Technology system for the Highway 401/416 Interchange Northbound Structure. The structure had experienced 14 weather related incidents during its first winter of operation.

FAST -the combined use of Road Weather Information System  (RWIS) and spray deicing systems has been available for 20 years, but only recently has made its way to North America for roadway, highway and airport applications. Because the application is effectively applied, less deicing chemical can be applied to maintain the same level of service. The reduced volume of deicing chemical facilitates the use of less corrosive and/or environmentally inert chemicals, which could otherwise not be used because the costs were prohibitive. In cases where steel or concrete structures are involved this significantly improves cost/benefit of FAST system.

Following the Feasibility Phase, MFPA later provided full consulting engineering, project management, systems integration, instrumentation installation, technical service, training and system administration services for the MTO installation. MFPA has been collecting data for the Ministry of Transportation Ontario (MTO) during the second winter’s of operation of a Fixed Automated (or Anti-icing) Spray Technology system (FAST) which was installed at the Highway 416/401 high speed interchange on the northbound freeway to freeway ramp. The Ministry have deemed the demonstration project, a resounding success.  The results have shown over the two winters since the system was installed, an impressive 100 percent reduction in the number of accidents, down to zero - from 14 in 1999/2000. The system uses environmentally friendly potassium acetate as a de-icing chemical.
