FACILITY PROJECT/PROGRAM MANAGEMENT

 
Project: Facility Expansion

Client: JDS FITEL/ JDS Uniphase Inc.

Duration: April 1997 to November 1999

Scope:

Our services on the JDS assignments included: Project Management, Space Planning, Move Management, Churn Management and Asset Management systems related to environmentally controlled manufacturing and production space, clean rooms, labs as well as ancillary open and captive offices.

Mark F. Pinet & Associates Limited provided Project Management, Strategic Real Estate Planning, Space Planning, and Facilities Special Project services 

JDS Uniphase Inc, is one of the worlds largest, full service developers, manufacturers and vendors of fiber optic components and modules. As a requirement of growth in their business, JDS has required their local real estate portfolio to be expanded from 110,000 to 1,000,000 S.F. during our 30-month contract.

Project Management- Mark Pinet managed Phase 1of the South Merivale Campus in design/construction management format and at the same time developed and managed the space planning team responsible for design and procurement of all JDS renovation work. Since its initiation, the facility construction assignment for JDS FITEL, grew from 90,000 to 265,000 SF (including 30,000 SF of Class 10,000 Clean Room) and the tenant fit up workload increased from one project to a point where over 250 projects were undertaken in the last six months. The single campus, became four campuses, (in the Ottawa area) consisting of a total of 13 buildings. 

Special Projects- Concurrent with his responsibilities as Project Mangers and Space Planners for Phase 1 of the South Merivale Campus, Mark Pinet has acted in an advisory role and quietly completed many "Special Project" tasks which were essential to moving the projects ahead.

TRANSPORTATION

The following is a partial list of transportation projects by Mark F. Pinet & Associates .

Project: Road Weather Information Systems (RWIS) Installation 

Client: Regional Municipality of Ottawa-Carleton Infrastructure Maintenance Division

Duration: February 1996 - April 1997

Scope:

Mark F. Pinet & Associates was retained by the Regional Municipality of Ottawa-Carleton Infrastructure Maintenance Division to act as the Project Manager for implementation of their Road Weather Information System (RWIS). The firms mandate has been to drive the project, and provide a turnkey type operational system for the fall 1996. As such, extensive coordination of the System Installation, and of the implementation team including the Hardware and software Vendor, Environment Canada, AES as the operator, and the RMOC as the end user client, has been necessary. The system is to be end user oriented, providing practical road condition forecasts for use by the Road Maintenance supervisors.

 
Phase 1 RWIS Implementation study involved:

o        Needs Assessment;

o        Technology/ System review;

o        Procurement- Vendor short listing, RFQ preparation, proposal analysis and vendor selection and contract negotiation;

o        Report preparation for Regional Committees and Council;

o        Functional design;

o        Detailed project implementation work plan, schedules, and detailed estimates;

o        Systematic Sensor Site optimization and selection;

o        Alternative Funding and cost recovery Investigations; and

o        Alternative technology (Micro Modeling) investigations.

 Phase 2 RWIS Implementation involved: 

o        Detailing and design of the system, incorporating vendor supplied systems and components;

o        Implementation and deployment coordination; and supervision of installation and commissioning of the system;

o        System Administration; and

o        Development of a system performance review program.

Project: Road Weather Information Systems (RWIS) Business Case Study

Client: Environment Canada, Ottawa Regional Office

Duration: January 1997 ö March 1997
 


Scope:

Mark F. Pinet & Associates was retained for the Road Weather Information Systems (RWIS) Business Case study, by Environment Canada AES. The assignment Involved participation with staff in the assessment of Environment Canada's potential role in the provision of RWIS services. Work involved review and documentation of a typical RWIS Architecture, a conceptual level design for a RWIS Outstation, development a Conceptual Level Implementation Plan and Cost Model as well as general RWIS Consulting

 

Project: SHL Systemhouse GIS Municipal Partnership-

Client: Regional Municipality of Ottawa-Carleton, (RMOC) Finance Department

Duration: January, February 1996

Scope:

Most municipalities are, as part of their core services and reviews looking to Information technology to play a fundamental role in Business Process Reengineering. As an Application Specialist Mark Pinet participated in the development of a high level data model, process model and application architecture for the provincially and municipally funded SHL Systemhouse GIS Municipal Partnership. The partnership was created to develop a set of integrated Municipal GIS applications. Municipal participants included the RMOC as well as ten of the constituent municipalities. The Architectural-planning phase for the application development involved using enterprise modeling and functional process decomposition techniques to describe all municipal operations in a manner similar to the Municipal Reference Model type analysis. This work led to the priority setting for the 3-year project and resulted in the development of the first annual work plan. Expertise was provided in terms of integrating municipal operations for Municipal and Transportation Engineering, Operations, Property, Planning, and Development functions. Additional expertise was provided in terms of the exchange of value added electronic data with the private sector.

 

Project: SHL Systemhouse GIS Municipal Partnership-

Clients: City of Nepean, Public Works Department;

              City of Kanata, Public Works Department (as of July 1996)

Duration: June to August 1996

Scope:

Mark Pinet acted as the Group 1 (Core) representative on the Roads Infrastructure Application Development team representing the Infrastructure and Traffic sections of the cities' Engineering Divisions and the Operations divisions. The assignment which was the second phase of the Municipal Partnership project involved a more detailed functional business process decomposition, Business case review, and development of logical process and logical data models for the Roadways Infrastructure Application. Work also included the integration of third party application software including Snow Beat Route Optimization, Snow Disposal, Pavement Management, and Maintenance Management models and systems. Subsequent Phases are to include application prototype review and testing; data compilation and final application deployment.
